WHY ARE PEOPLE WITH NON MILITARY RELATED MEDICAL ISSUES TREATED AT VETERANS HOSPITALS?

In the news has been all the problems that the Veterans Administration (VA) has had with long time appointments. Veterans who need medical treatment for military related problems wait months for appointments. I know several people who served in the military but did not have military related injuries or illness who are being treated at the VA for such things as knee problems, diabetes etc. These folks only served 2 or 4 years in the military and none of these things were a result of military service. If these people were not being treated maybe people with actual military related injuries or illnesses could get appointments quicker. Veterans have died waiting for appointments or have been diagnosed with a life threatening problem and can't see a specialist for months. Who is running this ship? It is a ship of fools.
